I served on active duty before Vietnam and I completed my reserve period during the first part of the conflict.  Do I qualify? 

Answer

The key to this question is whether the veteran served on active duty during the Vietnam conflict.  Inactive reserve periods, by themselves, do not qualify the veteran for the exemption.
 
However, if the veteran was voluntarily or involuntarily reactivated to active duty during this period, they may qualify for the benefit.  Note, veteran’s who are reactivated under these conditions are reissued some form of separation document, which might include a DD Form 214.
