I have a veteran that served between 1994 and 1998 and served in support of several conflicts.  The veteran's DD Form 214 does not list a campaign medal or an expeditinary medal.  Does the veteran qualify for the Veterans Exemption program? 

Answer

The veteran would not qualify for the Veterans Exemption program.  All service personnel, will receive a campaign medal for their participation in a conflict.  For a veteran of this generation, we would be looking for something like the Southwest Asia Service Medal or the Armed Forces Expeditionary Medal.  If the Veteran believes their DD Form 214 is omitting the necessary conflict medal, they may contact the Veteran's Commission for assistance in getting their DD Form 214 corrected.
